Manager, Human Resources & Payroll
Eitz Chaim Schools is hiring for a full-time role of Manager, Human Resources & Payroll. This role is critical in ensuring compliance with collective agreements and employment legislation, providing advice to administration, and maintaining accurate and timely payroll processing.
Key Responsibilities and Functions
I. Payroll Management & System Administration
- Avanti System Ownership: Serve as the primary system administrator and subject matter expert for the Avanti Payroll and Human Resources Information System (HRIS).
- Payroll Processing & Data Integrity: Manage and execute the full payroll cycle for all employee groups (union and non-union). Accurately calculate, input, and audit all payroll-related data, including compensation changes (e.g., salary/grid/step increases, bonuses), new hires, terminations, and statutory/tax deductions.
- Benefits & Supplementary Entry: Accurately enter and reconcile all supplementary pay items, benefits premiums, pension contributions, taxable benefits, and expense reimbursements within Avanti.
- ROE & Termination Pay: Prepare and submit Records of Employment (ROEs) promptly following termination or interruption of earnings, ensuring accurate final pay calculations and processing.
- Payroll Reconciliation & Reporting:
- Review and verify the payroll register and ensure timely distribution of pay stubs.
- Generate general ledger (G/L) reports and provide accurate, reconciled payroll data and supporting documentation to the Finance/Accounting department.
- Analyze and recommend payroll process improvements
- Respond promptly to staff queries regarding payroll documents or calculation discrepancies.
- Year-End Processing: Execute and reconcile all year-end payroll activities, including the calculation and entry of Pension Adjustments (PAs) and Taxable Benefits, the reconciliation of annual remittances (EHT), and the preparation and distribution of accurate T4s and T4As.
- Calculation and Payment of PWE and GOG as needed.
II. Collective Bargaining & Labour Relations
- Negotiation Support & Strategy: Coordinate logistics, attend all negotiation meetings, accurately minute proceedings, and actively strategize the organization’s position with leadership and the labour lawyer.
- CBA Implementation & Interpretation: Review and verify the final Collective Bargaining Agreement (CBA), implement all agreed-upon clauses, distribute finalized CBAs, and provide authoritative interpretation of clauses to all levels of staff and administration.
- Grievance Management: Receive, investigate, and respond to Union grievances promptly; consult with legal counsel, negotiate mutually acceptable solutions with Union representatives, and suggest internal resolutions.
III. HR Administration & Contracts
- Personnel Files & HRIS: Maintain comprehensive, secure, and up-to-date personnel files (physical and digital within Avanti).
- Onboarding & Structure: Manage the new hire process, including sending packages and creating files/profiles in Avanti, while assisting leadership in maintaining the organizational accountability chart.
- Non-Union Contracts: Prepare and review all non-unionized personnel contracts, ensuring accuracy and legal alignment in consultation with Senior Staff and the labour lawyer.
- Immigration: Liaise with the immigration lawyer to provide necessary organizational information, review documents, and serve as the main point of contact for foreign workers.
IV. Budgeting & Financial Reporting
- Compensation Analysis: Prepare detailed and accurate reviews of actual salaries by category (e.g., grade/department), generate comprehensive budget-to-actual comparisons for compensation, and prepare consolidated data for high-level review by Senior Administration.
V. Employee Programs & Terminations
- Benefits & Pension Administration: Manage group benefits and pension plan administration, including enrollment, liaising with providers, revising contributions based on pay changes, and reviewing for potential cost savings.
- Termination Management: Consult with Senior Staff regarding termination circumstances, advise on procedural steps, prepare all necessary legal documentation (in consultation with the labour lawyer), attend meetings, and ensure timely ROE processing.
VI. HR Compliance & Governance
- Policy Management: Maintain and update the Employee Handbook, HR policies, and procedural documents to ensure ongoing compliance with all federal and provincial legislation.
- Annual Review Cycle: Establish and manage an annual review schedule for all critical HR policies and documents.
- Staff Support & General Administration: Respond to and resolve staff and Senior Administration queries regarding HR issues, staffing, benefits, and payroll. Provide input and support in other areas of school operations as requested.
VII. Qualifications & Requirements
- Post-secondary education in Human Resources, Business Administration, or a related field.
- 1-3 years experience in an HR and/or Payroll Management role.
- Proven expertise and hands-on experience managing a full-cycle payroll system; specific knowledge of Avanti is a plus.
- Demonstrated knowledge of relevant provincial and federal employment and labour legislation.
- Strong experience in labour relations, collective agreement interpretation, and grievance management.
- Exceptional attention to detail, accuracy, and organizational skills.
